FAQ

Frequently Asked Questions

  • Who is Crossroads?
Crossroads Utility Services, LLC is a utility management company based in Round Rock, TX. Crossroads has 105 local staff serving local water and wastewater utilities since 2009. Our company management and staff have over 150 years combined experience serving the Austin area utility market. • Why is this change happening?
The utility provider that served your district recently parted ways with the City of Pflugerville. Your district had the option of utilizing the City of Pflugerville or a private utility service. Crossroads Utility Services provided a proposal that lowers the cost of trash and recycling services and had a 132% savings in service fees for water and wastewater. We were selected by your district as our fees are lower, we provide reliable services, and we focus on customer service.
  • Why was there a change in service providers?
Lakeside WCID’s #1, 2A, 2B, 2C, 2D (Blackhawk), Lakeside MUD #3 (Commons at Rowe Lane), and Kelly Lane WCIDs 1 and 2 (Avalon) provide retail water and wastewater services to your home. You typically interact with the City of Pflugerville ("City'') for such services, and the Districts have contracted with the City through Professional Services Agreements ("PSAs") to (1) operate and maintain the Districts' water and wastewater systems, (2) conductthe billing and customer servicesfor such water and wastewater services on behalf of the Districts, and (3} provide municipal solid waste and recycling ("MSW') services through the City's contract with Waste Connections. While it may not be apparent, this relationship has existed for over a decade. However, due to some new challenging circumstances, the Districts and City have decided to terminate their PSAs, and this letter is intended to provide some background on that situation and explain the positive future ahead for the Districts and you, their residents. In short, in 2022, the City decided to significantly increase its rates/charges to provide such services to the Districts, and the Districts, after an extensive search, have decided to contract with an alternate service provider that will furnish the same services at a much lower cost than the proposed City rates/charges. This will result in the Districts being able to provide those same services to the residents of the Districtswith only a modest rate increase. The Districts are excited about this transition and the benefits to their residents.
  • When is this change happening?
September 20, October 5, and October 15. Since the City has each District split up on different billing cycles. We will time the official transition based on the date of closure of a billing cycle.
